Who we are<\/strong><\/span><\/h1>\n

The Federation\u2019s mission is to<\/span>\u00a0publicize the mandate of <\/b>Centres d\u2019assistance et d\u2019accompagnement aux plaintes (CAAPs)<\/b><\/a>, help them carry out<\/b>\u00a0their mission,\u00a0encourage their members to share ideas and consult with each other, and act as a spokesperson for their collective interests.<\/span><\/p>\n

FCAAP <\/span>is attentive to its members\u2019 <\/b>needs and <\/span>promotes their interests<\/b>. It brings together fourteen (13) of the sixteen (16) CAAPs in Quebec\u2019s health and social service regions.<\/span><\/p>\n<\/blockquote>\n

1971<\/span><\/strong><\/h2>\n

The National Assembly of Quebec adopts the <\/span>Act respecting health services and social services<\/i><\/b>, establishing the health and social services system as we know it today.<\/span><\/p>\n

1991<\/strong><\/span><\/h2>\n

The Quebec government conducts a major overhaul of the <\/span>health and social services system<\/b>, introducing the complaint examination procedure and placing users back at the centre of the network by prioritizing their rights.<\/span><\/p>\n

1993<\/strong><\/span><\/h2>\n

The Minister of Health and Social Services designates <\/span>community organizations<\/b> in all regions of Quebec to set up assistance and support services for health and social services complaints. In order to help the organizations implement services and fulfil their mandate, the complaints assistance and support centres create <\/span>Regroupement provincial des organismes communautaires d\u2019assistance et d\u2019accompagnement <\/b>(RPOCAA).<\/span><\/p>\n

1998<\/strong><\/span><\/h2>\n

Members of RPOCAA become legally constituted organizations and adopt a common name: <\/span>Centres d\u2019assistance et d\u2019accompagnement aux plaintes (CAAPs)<\/b>.<\/span><\/p>\n

The mission of F\u00e9d\u00e9ration des centres d\u2019assistance et d\u2019accompagnement aux plaintes (FCAAP) is to<\/span>:\"\"

  • Raise awareness of the <\/span>CAAP mandate <\/b>among the general public, provincial health and social service groups, and policy makers. To do this, the Federation makes several dozen representations per year.<\/span><\/li>\n
  • Help CAAPs fulfil their mission<\/b> by providing them with a range of services, including working and communication tools to help them increase their visibility and the quality of their assistance and support services.<\/span><\/li>\n
  • Encourage CAAPs to <\/span>share and circulate information<\/b>.<\/li>\n
  • Act as spokesperson and represent CAAPs<\/strong> before political, administrative, and financial decision-making bodies (where applicable) with the aim of increasing their visibility, credibility, and influence.<\/span><\/li>\n
  • Encourage members to consult and <\/b>work together<\/b>.<\/li>\n
  • Develop content expertise<\/b>, in particular by submitting briefs to parliamentary committees on specific health and social service topics of public interest<\/span>.<\/li>\n<\/ul>\n
